heating unit is working but one side of building feels a lot warming than other side. building is 1200 square feet. there is one room about 350 sqaure feet that is cooler than the rest of the building.

We have a forced air oil furnance and all through out the winter (the past few years) we have a soot/oil smell from the heat - is this normal? We were looking to have someone inspect the furnance and also see if there was a way to get more hot air to the third floor.
